Detailed explanation-1: -Section 8(2) of the Central Act requires that even where an exemption provision or the Official Secrets Act applies, an official will still need to disclose the information requested “if [the] public interest in disclosure outweighs the harm to the protected interests".

Detailed explanation-2: -4. The Central and State Governments must necessarily make adequate fiscal allocations for computerization and connectivity from Information Commission level to Mandal/Taluk level Public Authorities so as to effectively operationalise the provisions of the RTI Act. Appeal may be used.

Detailed explanation-3: -(2) Notwithstanding anything in the Official Secrets Act, 1923 (19 of 1923) nor any of the exemptions permissible in accordance with sub‑section (1), a public authority may allow access to information, if public interest in disclosure outweighs the harm to the protected interests.

Detailed explanation-4: -(7) Before taking any decision under sub-section (1), the Central Public Information Officer or State Public Information Officer, as the case may be, shall take into consideration the representation made by a third party under section 11.
