Detailed explanation-1: -Vijay Mallya . Absconding liquor baron Vijay Mallya on Saturday became the first person to be declared a fugitive economic offender by the special court hearing cases under the Fugitive Economic Offenders Act (FEOA).

Detailed explanation-2: -Vijay Vittal Mallya (born 18 December 1955) is an Indian businessman, former politician and fugitive. He is the subject of an extradition effort by the Indian Government to return him from the UK to face charges of financial crimes in India.

Detailed explanation-3: -Mallya is considered a Fugitive Economic Offender (FEO):a person for whom an arrest warrant has been issued in connection with the commission of an offence enumerated in the Act that has a minimum financial impact of Rs. 100 crore is called an FEO.
