Detailed explanation-1: -The MoU to establish the research cell was signed by K K Pathak, director, Directorate of Futuristic Technology Management (DFTM), DRDO, MSR Prasad, distinguished scientist and director general, missiles and strategic systems (MSS), DRDO, and Professor B S Murty, director, IIT Hyderabad.

Detailed explanation-2: -Headquartered in New Delhi, DRDO was formed in 1958 by amalgamating the Defence Science Organisation and a few technical development establishments. DRDO is India’s largest research organisation.
