Detailed explanation-1: -"(3) The President shall make rules for the more convenient transaction of the business of the Government of India, and for the allocation among Ministers of the said business".

Detailed explanation-2: -The Ministry of Corporate Affairs (MCA) is primarily concerned with the administration of the Companies Act 2013, the Companies Act 1956, The Limited Liability Partnership Act, 2008 & other allied Acts, rules & regulations framed mainly for regulating the functioning of the corporate sector in accordance with law.

Detailed explanation-3: -Allocation of Business - The business of the Government of India shall be transacted in the Ministries, Departments, Secretariats and Offices specified in the First Schedule to these rules (all of which are hereinafter referred to as “departments").

Detailed explanation-4: -(2) Subject to the provisions of sub rule (1), the President may, on the advice of the Prime Minister, allocate the business of the Government of India among Ministers by assigning one or more departments to the charge of a Minister.
