Detailed explanation-1: -Now Uttarakhand government has implemented government order which bans reservation in promotion and removed the restriction in promotions in all state government departments.

Detailed explanation-2: -Reservation in promotion by non-selection method is available to SCs and the STs in all groups of services viz. A. B, C and D at the rate of 15% and 7.5% respectively. In case of promotion by selection method reservation is available upto the lowest rung of Group ‘A’ at the same rates.

Detailed explanation-3: -Article 16 (4A): Provides that the State can make any provision for reservation in matters of promotion in favour of the Scheduled Castes and the Scheduled Tribes if they are not adequately represented in the services under the State.
