Detailed explanation-1: -Notes: Philanthropist and founder of Microsoft corporation - Bill Gates has been conferred with Hilal-e-Pakistan, which is the 2nd highest civilian award of Pakistan.

Detailed explanation-2: -The Padma Vibhushan ("Lotus Decoration") is the second-highest civilian award of the Republic of India, after the Bharat Ratna. Instituted on 2 January 1954, the award is given for “exceptional and distinguished service".
