Detailed explanation-1: -An ARC Report is created by the Administrative Reforms Commission to examine and propose reforms in the country’s public administration system. The first ever ARC Report was submitted in 1966 to help analyze the governmental administration and suggest reorganization and reforms.
Detailed explanation-2: -The 2nd ARC (2005) prepared a detailed blueprint to revamp the public administrative system. It submitted 15 reports to the Government covering areas like RTI, ethics in governance, local governance, terrorism, public administration, e-governance, financial management and so on.
Detailed explanation-3: -Second Administrative Reforms Commission-31 August 2005. The Second ARC was set up with a resolution no. K-11022/9/2004-RC of the Government of India as a committee of inquiry to prepare a detailed blueprint for revamping the public administration system.
