Detailed explanation-1: -The right of access to information held by government bodies (RTI) provides that individuals have a basic human right to demand information held by government bodies. It derives from the right of freedom of expression to “seek and receive information, ”1and is recognized worldwide as a human right.

Detailed explanation-2: -The right to information which is enshrined in Article 19(1)(a) of the constitution, which empowers the citizen to seek any information from public authority and on the other hand right to privacy enshrined under Article 21, assures privacy to the citizen.

Detailed explanation-3: -A “public authority” is any authority or body or institution of Government established or constituted by or under the Constitution; or by any other law made by the Parliament or a State Legislature; or by notification issued or order made by the Central Government or a State Government.
