The United States will provide overt and covert aid to anti-communist guerrillas and resistance movements in an effort to “roll back” Soviet-backed pro-communist governments in Africa, Asia, and Latin America.

The United States will be prepared to send any money, equipment, or military force to countries that are threatened by the communist government, thereby offering assistance to those countries resisting communism.

The use of Warsaw Pact troops to intervene in any Eastern Bloc nation which was seen to compromise communist rule and Soviet domination.

The United States’ intervention in the Dominican Republic in 1965, declared that domestic revolution in the Western Hemisphere would no longer be a local matter when “the object is the establishment of a Communist dictatorship".
