Detailed explanation-1: -Himachal Pradesh became Union Territory on 1st November, 1956. Kangra and most of the other hill areas of Punjab were merged with H.P. on 1st November, 1966 though its status remained that of a Union Territory.

Detailed explanation-2: -Prior to India’s independence from the British, Himachal comprised the hilly regions of the Punjab Province of British India. After independence, many of the hilly territories were organized as the Chief Commissioner’s province of Himachal Pradesh, which later became a union territory.
