Detailed explanation-1: -Tamil Nadu became first Indian state to pass RTI law in 1997.
Detailed explanation-2: -Tamil Nadu was the first state in India to enact an access law, namely the Tamil Nadu Right to Information Act 1997. The Act was passed by the Legislative Assembly in the first half of 1997, received the assent of the Governor on 4 May 1997 and was notified the following day.
Detailed explanation-3: -The Goa Right to Information Act 1997 was the second right to pass the Right to Information law in India after Tamil Nadu. In Tamil Nadu, it was passed on 4th May 1997. In Goa, it was passed on 31st July 1997.
Detailed explanation-4: -Note-1) Tamil Nadu is the first Indian state to introduce a law on RTI. 2) The state enacted the law in 1997.
Detailed explanation-5: -The Right to Information Act will come into force w.e.f. 12th October, 2005. The Act extends to the whole of India except Jammu & Kashmir. It provides a very definite day for its commencement i.e. 120 days from enactment. It shall apply to Public Authorities.
