Detailed explanation-1: -R.T.I. Act 2005 applies to both central as well as state governments. It also covers the acts and functionaries of the public authorities. There is a consensus felt that there is a need to amend the RTI Act to provide for the protection of those seeking information under the Act.
Detailed explanation-2: -The Act extends to the whole of India except Jammu & Kashmir. It provides a very definite day for its commencement i.e. 120 days from enactment. It shall apply to Public Authorities. All citizens shall have the right to information, subject to provisions of the Act.
