Detailed explanation-1: -The central government has the authority to amend the second schedule so as to add, delete or substitute organisations under section 24 (2) of the act by issuing a notification in the official gazette. A similar provision is provided to the state legislature under section 24 (4) of the Act.
Detailed explanation-2: -Schedule-II of the Act contains the names of the Intelligence and Security organizations which are exempt from the purview of the Act.
Detailed explanation-3: -The amended Act has changed sections 13 and 16 of the RTI Act, 2005. Section 13 of the original Act sets the term of Central Chief Information Commissioner and Information Commissioners at five years (or until the age of 65, whichever is earlier).
Detailed explanation-4: -Such central organisations are listed in schedule 2 of the Act. The schedule has been amended four times, in September 2005, March 2008, October 2008 and May 2021.
