Concept note-1: -Because of Butler’s actions, a federal policy was instituted on August 6, 1861-fugitive slaves were declared to be “contraband of war” if their labor had been used to aid the Confederacy in anyway. If found to be contraband, they were declared free.

Concept note-2: -Confederate soldiers were fighting to achieve a separate and independent country based on what they called “Southern institutions, ” the chief of which was the institution of slavery.

Concept note-3: -Contraband camps were refugee camps to which between four hundred thousand and five hundred thousand enslaved men, women, and children in the Union-occupied portions of the Confederacy fled to escape their owners by getting themselves to the Union Army.

Concept note-4: -Contraband (from Medieval French contrebande “smuggling") refers to any item that, relating to its nature, is illegal to be possessed or sold. It is used for goods that by their nature are considered too dangerous or offensive in the eyes of the legislator-termed contraband in se-and forbidden.
