EXPLANATIONS BELOW
Concept note-1: -It applied only to states that had seceded from the United States, leaving slavery untouched in the loyal border states. It also expressly exempted parts of the Confederacy (the Southern secessionist states) that had already come under Northern control.
Concept note-2: -The Emancipation Proclamation did not apply to enslaved people in the border states of Missouri, Kentucky, Delaware, and Maryland, which had not joined the Confederacy. Lincoln exempted the border states from the proclamation because he didn’t want to tempt them into joining the Confederacy.
Concept note-3: -The Emancipation Proclamation did not free all slaves in the United States. Rather, it declared free only those slaves living in states not under Union control.
Concept note-4: -The ten affected states were individually named in the final Emancipation Proclamation (South Carolina, Mississippi, Florida, Alabama, Georgia, Louisiana, Texas, Virginia, Arkansas, North Carolina). Not included were the Union slave states of Maryland, Delaware, Missouri and Kentucky.
