Concept note-1: -Lincoln exempted the border states from the proclamation because he didn’t want to tempt them into joining the Confederacy. Because the proclamation was a temporary war measure, it later had to be codified into law with the 13th Amendment to the Constitution.
Concept note-2: -The Emancipation Proclamation did not free all slaves in the United States. Rather, it declared free only those slaves living in states not under Union control.
Concept note-3: -It applied only to states that had seceded from the Union, leaving slavery untouched in the loyal border states. It also expressly exempted parts of the Confederacy that had already come under Union control. Most important, the freedom it promised depended upon Union military victory.
