Concept note-1: -Bidwell, 182 U.S. 244 (1901), was a case in which the US Supreme Court decided whether US territories were subject to the provisions and protections of the US Constitution. The issue is sometimes stated as whether the Constitution follows the flag.

Concept note-2: -The civil government of the United States cannot extend immediately and of its own force over territory acquired by war. Such territory must necessarily, in the first instance, be governed by the military power under the control of the President as commander in chief.

Concept note-3: -In a series of decisions spanning more than two decades, the court concluded in the Insular Cases that these new members of the American landscape did not possess rights that US citizens take for granted. This included the right to vote and representation in the federal government.
