Concept note-1: -CPI established to mobilize public opinion behind World War I. President Woodrow Wilson established the committee in April 1917 through Executive Order 2594 in response to the U.S. entry into World War I in an attempt to mobilize public opinion behind the war effort with every available form of mass communication.

Concept note-2: -The Committee on Public Information was established during World War I to turn every channel of communication and education to promote the war effort. The Committee marshaled agencies of the press, education, and advertising, among others into wartime service for the Committee.

Concept note-3: -Once, the U.S. officially entered the conflict in 1917, President Woodrow Wilson and the government sought to unify American society behind the war effort. To achieve this, Wilson created the Committee on Public Information (CPI), an independent agency headed by former investigative journalist George Creel.

Concept note-4: -The committee consisted of George Creel (chairman) and as ex officio members the Secretaries of: State (Robert Lansing), War (Newton D. Baker), and the Navy (Josephus Daniels). The CPI was the first state bureau covering propaganda in the history of the United States.

Concept note-5: -The Committee on Public Information (1917-1919), also known as the CPI or the Creel Committee, was an independent agency of the government of the United States created to influence public opinion to support US participation in World War I.
