Concept note-1: -The French disagreed with the Fourteen Points and wanted harsh reparations placed on Germany.

Concept note-2: -Clemenceau of France, in particular, did not agree with Wilson’s plan for “peace without blame” for Germany. He fought for, and got, harsh reparation penalties against Germany. The promise of the Fourteen Points helped to bring the Germans to peace talks at the end of the war.

Concept note-3: -England and France opposed the Fourteen Points because they disagreed on freedom of the seas and war reparations, respectively.

Concept note-4: -Russia, Belgium, France, Italy, Austria-Hungary, Romania, Serbia, Turkey, Montenegro and Poland are mentioned in the Fourteen points and Japan is not.

Concept note-5: -The response from the German Government, made by Chancellor Count von Hertling, was largely conciliatory. He accepted the principles about open discussions and economic barriers. Other points were open to discussion, such as arms limitations, and an international gathering of nations.
