Which of these are excuses for the League’s failure in Manchuria?

EXPLANATIONS BELOW

Concept note-1: -In terms of organisation, the League failed because it was too Eurocentric. When the Manchuria crisis unfolded it took the Lytton Commission 12 months to reach a decision because of the distance between Europe and Manchuria. This also made them slow to act and ineffective in disputes which needed immediate resolution.

Concept note-2: -Seeking raw materials to fuel its growing industries, Japan invaded the Chinese province of Manchuria in 1931.

Concept note-3: -Many countries had important trading links with Japan. The League could not agree on sanctions or even a ban on weapons sales. Britain and France did not want a war, so nothing was done.

Concept note-4: -For instance, it was powerless against Japan in its invasion of Manchuria, since the League had no army to fight against Japanese aggression. Also the self interest Britain had in Manchuria provided Japan with protection, therefore fatally weakening the League.
