Concept note-1: -C138 was adopted by the International Labour Organization (ILO) in 1973. It stipu-lates that States should progressively raise the minimum age to a level consistent with the fullest physical and mental development of young people. It establishes 15 as the min-imum age for work in general.

Concept note-2: -1. The minimum age for admission to any type of employment or work which by its nature or the circumstances in which it is carried out is likely to jeopardise the health, safety or morals of young persons shall not be less than 18 years. 2.

Concept note-3: -The ILO Convention No. 138 concerning Minimum Age for Admission to Employment specifies that minimum age for work should not be below the age for finishing compulsory schooling, which is generally 15. There are possible exceptions for developing countries, where the minimum legal age of employment can be 14.

Concept note-4: -The main aims of the ILO are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.
