Concept note-1: -John Milton Hay (October 8, 1838 – July 1, 1905) was an American statesman and official whose career in government stretched over almost half a century.

Concept note-2: -In August 1898, Hay was named Secretary of State and helped negotiate the Treaty of Paris. His contributions included the adoption of an open door policy in China and the preparations for the Panama Canal.

Concept note-3: -Introduction. John Milton Hay was appointed Secretary of State in President William McKinley’s Cabinet on September 30, 1898, and entered into duty the same day. He continued in office under President Theodore Roosevelt following McKinley’s assassination in 1901 and served until his death in office on July 1, 1905.

Concept note-4: -He took part in the Paris peace negotiations to end the Spanish-American War (1898) and was particularly active in promoting the momentous decision to retain the entire Philippine archipelago as one of the spoils of war, thus marking the United States as a major imperialist power.

Concept note-5: -When Lincoln was nominated for the presidency, he selected Nicolay as his private secretary. Nicolay persuaded Lincoln to employ his friend Hay as an assistant secretray.
