Concept note-1: -A “cash-and-carry” provision in the Neutrality Act that Congress had added in 1937 permitted the sale of arms to European warring parties as long as they crossed the Atlantic on their own ships and paid for them at once in cash.

Concept note-2: -Passed on March 11, 1941, this act set up a system that would allow the United States to lend or lease war supplies to any nation deemed “vital to the defense of the United States."

Concept note-3: -Most importantly, passage of the Lend-Lease Act enabled a struggling Great Britain to continue fighting against Germany virtually on its own until the United States entered World War II late in 1941.

Concept note-4: -One of the most important was the 1941 approval of Lend-Lease, which allowed the United States to transfer arms to nations vital to the national defense.
