EXPLANATIONS BELOW

Concept note-1: -In June of 1941, President Roosevelt issued Executive Order 8802, banning discriminatory employment practices by federal agencies and all unions and companies engaged in war-related work. The order also established the Fair Employment Practices Commission to enforce the new policy.

Concept note-2: -Philip Randolph told FDR, was if President Roosevelt issued an Executive Order. On June 25, 1941 President Roosevelt issued Executive Order 8802 prohibiting discrimination in the defense industry and created the Fair Employment Practices Committee (FEPC) to monitor hiring practices.

Concept note-3: -SIGNIFICANCE. Executive Order 8802 was brief and to the point: defense contractors could no longer use race as a criterion for hiring and promotion, and those who did would face potential sanctions and loss of federal contracts.
