Concept note-1: -In November 1939, two months after the beginning of World War II, Congress passed the Neutrality Act of 1939, which lifted the 1935 arms embargo and placed all sales to belligerent nations on a “cash and carry” basis.

Concept note-2: -Between 1935 and 1937 Congress passed three “Neutrality Acts” that tried to keep the United States out of war, by making it illegal for Americans to sell or transport arms, or other war materials to belligerent nations.

Concept note-3: -Roosevelt prevailed over the isolationists, and on November 4, he signed the Neutrality Act of 1939 into law, allowing for arms trade with belligerent nations (Great Britain and France) on a cash-and-carry basis, thus in effect ending the arms embargo.
