Concept note-1: -Between 1935 and 1937 Congress passed three “Neutrality Acts” that tried to keep the United States out of war, by making it illegal for Americans to sell or transport arms, or other war materials to belligerent nations.
Concept note-2: -When WWI began in Europe in 1914, many Americans wanted the United States to stay out of the conflict, supporting President Woodrow Wilson’s policy of strict and impartial neutrality. “The United States must be neutral in fact as well as in name during these days that are to try men’s souls.
Concept note-3: -Between 1935 and 1937, Congress passed three separate neutrality laws that clamped an embargo on arms sales to belligerents, forbade American ships from entering war zones and prohibited them from being armed, and barred Americans from traveling on belligerent ships.
Concept note-4: -On August 31, 1935, Congress passed the first Neutrality Act prohibiting the export of “arms, ammunition, and implements of war” from the United States to foreign nations at war and requiring arms manufacturers in the United States to apply for an export license.
