Concept note-1: -The Allied Powers refused to recognize the new Bolshevik Government and thus did not invite its representatives to the Peace Conference . The Allies also excluded the defeated Central Powers (Germany, Austria-Hungary, Turkey, and Bulgaria).
Concept note-2: -Treaty of Versailles Terms Germany and the other defeated powers-Austria-Hungary, Bulgaria and Turkey-were not represented at the Paris Peace Conference.
