Concept note-1: -After his impeachment proceedings in 1998 and 1999, Clinton’s rating reached its highest point at 73% approval. He finished with a Gallup poll approval rating of 65%, higher than that of every other departing president measured since Harry Truman.

Concept note-2: -He assembled a bipartisan coalition to pass welfare reform and expand health insurance for children. In foreign policy, Clinton launched a major bombing campaign in the Balkans, which led to the creation of a United Nations protectorate in Kosovo.

Concept note-3: -The charges for which Clinton was impeached stemmed from a sexual harassment lawsuit filed against Clinton by Paula Jones. During pre-trial discovery in the lawsuit, Clinton gave testimony denying that he had engaged in a sexual relationship with White House intern Monica Lewinsky.
