EXPLANATIONS BELOW

Concept note-1: -Until the amendment’s ratification, the president had not been subject to term limits, but both George Washington and Thomas Jefferson (the first and third presidents) decided not to serve a third term, establishing the two-term tradition.

Concept note-2: -Roosevelt was able to serve four terms as president because he marketed himself as a steady hand for the United States as the country went through the Great Depression and the horrors of World War II. The 1930s was one of the most disastrous decades in world history, and the U.S. was not spared.

Concept note-3: -Roosevelt won a third term by defeating Republican nominee Wendell Willkie in the 1940 United States presidential election. He remains the only president to serve for more than two terms.

Concept note-4: -Section 1: No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once.
