Concept note-1: -The base transfers and withdrawal were accelerated due to the COVID-19 pandemic in Iraq and the threat of Iranian proxy elements.

Concept note-2: -The United States based most of its rationale for the invasion on claims that Iraq had a weapons of mass destruction (WMD) program and posed a threat to the United States and its allies. Additionally, some US officials accused Saddam of harbouring and supporting al-Qaeda.

Concept note-3: -The withdrawal of the United States troops from Iraq began in December 2007 with the end of the Iraq War troop surge of 2007 and was mostly completed by December 2011, bringing an end to the Iraq War. The number of U.S. military forces in Iraq peaked at 170, 300 in November 2007.

Concept note-4: -American views toward Iraq were not enthusiastically supportive in its conflict with Iran, and activity in assistance was largely to prevent an Iranian victory. This was encapsulated by Henry Kissinger when he remarked, “It’s a pity they both can’t lose."
