Concept note-1: -Lincoln described the Civil War as a struggle for “a new birth of freedom"–his vision for a nation that provides equality for all of its citizens, creates a unified nation no longer dominated by states’ rights, and defines democracy in terms of “government of the people, by the people, for the people.”

Concept note-2: -But Lincoln’s primary goal in going to war was to save the Union, slavery or not. The Emancipation Proclamation changed the equation. The Civil War began on April 12, 1861. Though Lincoln morally opposed slavery, he avoided any public comments connecting the war and the rights of slaves.

Concept note-3: -Lincoln’s blueprint for Reconstruction included the Ten-Percent Plan, which specified that a southern state could be readmitted into the Union once 10 percent of its voters (from the voter rolls for the election of 1860) swore an oath of allegiance to the Union.

Concept note-4: -In this open letter to Horace Greeley, President Lincoln maintained that the central cause of the Civil War was to keep the country united and not to free the slaves.
