France and Britain responded to the Emancipation Proclamation by

(A) ** refusing to recognize the Confederacy.

(B) declaring their support for slavery in the South.

(C) forming a trade alliance with the Confederacy.

(D) sending ambassadors to settle the Civil War.

EXPLANATIONS BELOW

Concept note-1: -Abraham Lincoln issued the Emancipation Proclamation in 1863 he was freeing American slaves. France and especially Britain had different thoughts in mind regarding the Emancipation Proclamation. They intervened in the war by recognizing the Confederacy and supporting Slavery.

Concept note-2: -The British people strongly opposed slavery. When they heard that the slaves would be freed, they gave their support immediately to President Lincoln and the North. Britain’s peace proposals were never offered. The Emancipation Proclamation had cost the South the recognition of Britain and France.

Concept note-3: -In the end, despite leaning toward the South in many ways, Britain and France never officially helped or recognized the Confederacy. Perhaps the largest reason was the institution of slavery, which was illegal in Britain and France.

Concept note-4: -In a long and florid speech to the Confederate Congress on January 13, 1863, President Jefferson Davis portrayed the proclamation as a crime against humanity that would be decried and reviled throughout history.

Concept note-5: -Britain issued a proclamation of neutrality on 13 May 1861. The Confederacy was recognized as a belligerent, but it was too premature to recognize the South as a sovereign state since Washington threatened to treat recognition as a hostile action.
