Concept note-1: -transitive verb. : to declare publicly, typically insistently, proudly, or defiantly and in either speech or writing : announce. : to give outward indication of : show. his manner proclaimed his genteel upbringing. : to declare or declare to be solemnly, officially, or formally.

Concept note-2: -verb (used with object), prom·ul·gat·ed, prom·ul·gat·ing. to make known by open declaration; publish; proclaim formally or put into operation (a law, decree of a court, etc.). to set forth or teach publicly (a creed, doctrine, etc.).

Concept note-3: -Some common synonyms of proclaim are announce, declare, and promulgate. While all these words mean “to make known publicly, ” proclaim implies declaring clearly, forcefully, and authoritatively.
