Why did McDowell not want to begin offense?

Concept note-1: -Irvin McDowell (October 15, 1818 – May 10, 1885) was an American military officer, famous for his loss of the first large-scale battle of the American Civil War, the First Battle of Bull Run.

Concept note-2: -He fought unsuccessfully against Thomas “Stonewall” Jackson’s troops during the Valley Campaign of 1862, and was blamed for contributing to the defeat of United States troops at the Second Battle of Bull Run in August.

Concept note-3: -McDowell’s plans and troops began to falter and fail because of incomplete staffwork and an overall lack of experience. It was in the afternoon when Confederate reinforcements finally arrived with Confederate Gen. Thomas Jackson.

Concept note-4: -Irvin McDowell was a Union general during the American Civil War (1861–1865). He commanded the army that was defeated at the First Battle of Manassas on July 21, 1861, the first large land battle of the conflict.
