Concept note-1: -Vulnerability is the inability to resist a hazard or to respond when a disaster has occurred. For instance, people who live on plains are more vulnerable to floods than people who live higher up.

Concept note-2: -A vulnerable group can be defined as a “population within a country that has specific characteristics that make it at a higher risk of needing humanitarian assistance than others or being excluded from financial and social services.

Concept note-3: -Vulnerability is most often associated with poverty, but it can also arise when people are isolated, insecure and defenseless in the face of risk, shock or stress. People differ in their contact to risk as a result of their social group, gender, ethnic or other individuality, age and other factor.

Concept note-4: -A proposed definition of vulnerability: as the susceptibility of people, property, industry, resources, ecosystems, or historical buildings and artefacts to the negative impact of a disaster.
