Concept note-1: -After extensive research and a six-week stay in Manchuria (Northeast Provinces), the commission submitted its report in September 1932. It found both parties guilty, blaming the Chinese for their anti-Japanese propaganda and refusal to compromise but branding Japan as an aggressor.

Concept note-2: -The Lytton Commission issued its report in September 1932. On the advice of the report, the League of Nations refused to recognize Manchukuo as a legitimate state and proposed measures to reestablish the status quo.

Concept note-3: -The five-member commission headed by British politician The Earl of Lytton announced its conclusions in October 1932. It stated that Japan was the aggressor, had wrongfully invaded Manchuria and that it should be returned to the Chinese.

Concept note-4: -"to appoint a Commission of five members to study on the spot and to report to the Council on any circumstance which, affecting international relations, threatens to disturb peace between China and Japan, or the good understanding between them upon which peace depends."

Concept note-5: -The report took 7 months in total. The League was too slow to act. What were the results of the Lytton report? Although the League’s findings were official and said Japan was the aggressor, Japan just ignored this and left the League.
