Concept note-1: -In 1936 and 1937, the Neutrality Acts had been expanded to restrict the sale of arms and war materials during a period of isolationist sentiment. However, in 1939, the rising threat to democracy in Western Europe-and pro-democratic forces in China-spurred Roosevelt to ease these restrictions.
Concept note-2: -The Neutrality Acts, enacted between 1935 and 1939, were intended to prevent the United States from becoming involved in foreign wars. In 1941, the threat of World War II drove passage of the Lend-Lease Act repealing key provisions of the Neutrality Acts.
Concept note-3: -The presidential election of 1808 had James Madison defeat Charles Cotesworth Pinckney but showed that the Federalists were regaining strength and helped to convince Jefferson and Madison that the embargo should end. Shortly before leaving office in March 1809, Jefferson signed the repeal of the embargo.
Concept note-4: -Roosevelt called on Congress to lift a blanket arms embargo so that Britain could buy U.S. war materials on a “cash and carry” basis.
Concept note-5: -To Roosevelt, neutrality looked like “supine inaction.” He openly criticized Wilson to anyone who would listen. Although he still had supporters, Roosevelt’s ideas were heard by fewer and fewer people the farther he got from the presidency.
